Can the ocean be refilled with farm fish?

Overfishing has caused a major decline in fish numbers around the world. Experiments of farm fish and clams released to the ocean were done in South Korea and Japan. So far refilling the ocean with farm fish has not shown good results for sustainable fishing, or an increase in fish numbers.
